Call your local Habitat for Humanity or Resale store. They will usually take any useable paint. This is a tax deductable contribution.

Call your waste disposal company, they may have a yearly pickup for paint and other liquid materials.
Add kitty litter or sawdust to paint and stir until the paint hardens.
Open the paint can and let it sit out in the sun.
Oil base paints will take longer to dry and also require more kitty litter or paint hardener than a latex paint.
